Prof Kelvin Leong

Kelvin is a Certified Data Scientist. He holds a PhD in Computer Science from The Hong Kong Polytechnic University.

He has published peer-reviewed journal papers, encyclopaedia entries, book chapters and conference papers on different fields including Accounting, Criminology, Computer Sciences, Education, Engineering and Management. He had also been invited to serve as guest expert reviewer for several reputable journals, including International Journal of Information Technology and Decision Making, IEEE Transactions on Knowledge and Data Engineering, International Journal of Human-Computer Interaction, Journal of Small Business and Enterprise Development, Journal of Work-Applied Management and Higher Education, Skills and Work-Based Learning, etc. Kelvin received Emerald Publishing’s outstanding reviewer award 2020 for his contribution to the Journal of Work-Applied Management.

Kelvin is a Fellow of Higher Education Academy (FHEA). He started his academic career at The Hong Kong Polytechnic University (PolyU) as a Lecturer in Accounting and Finance in 2007 under the Faculty of Business. The Faculty is among a small group of triple accredited business schools in the world (AACSB, EQUIS and AMBA). Moreover, he was also a committee member of the MBA programme. 

In 2013, he joined Glyndwr University in Wales, UK as a Senior Lecturer in Accounting and Finance, and then had been promoted as the Principal Lecturer and Professional Lead in Finance in 2016. Kelvin achieved many 'firsts' when he was working at the Glyndwr University. He was the academic link for the Glyndwr university’s first international bi-lingual programme in Hong Kong. As the academic link for the programme, he supported the programme to get local accreditation and to meet university’s quality assurance requirements, his role as academic link has been recognized as a positive feature in a QAA report published in 2018. Furthermore, he led the team to launch the first Financial Technology undergraduate degree in the U.K. The programme has been highlighted in a Welsh Government Report and has been cited widely in international media, including the Asian Banker, Computer Weekly, etc. Moreover, he has been invited to deliver presentations about Financial Technology locally and internationally. In addition, as the professional lead of the subject area of Finance, he led the subject area of Glyndwr University to achieve: ranked 1st in the U.K. in terms of learning opportunity according to the 2017 NSS results and ranked 1st in the Wales, in terms of teaching according to the 2018 NSS results. In January 2019, he joined the University of Chester as Professor of Financial Technology and Data Analytics. Since 2021, Kelvin is serving as PGR Director for the Faculty’s research programmes (PhD, DBA and ProfD) and Deputy Chair of Faculty Research Ethics Committee.

Beyond Chester, Kelvin was the Chair of the External Evaluation Committee (EEC) for the evaluation Committee for the MSc in Financial Technology at Neapolis University Paphos in Cyprus (June 2019), Publicity Co-Chair of the 21st IEEE / ACIS International Conference on Software Engineering, Artificial Intelligence, Networking and Parallel / Distributed Computing (SNPD 2020) in Australia, External Examiner for MSc in Financial Technology at Edinburgh Napier University in Scotland, UK (2019). Since 2019, he is serving as the External Examiner for the BA (International Business) jointly offered by University of Wales Trinity Saint David, UK and Alfred Nobel University in Dnipro, Ukraine. 

Kelvin has solid international commercial experience. Before joining the academia, he worked as a Business Analyst under the Honeywell group. He has a weekly column at the Hong Kong Commercial Daily (HKCD) on Accounting and Finance topics. The paper had a circulation of around 300,000 per day. He is a Fellow Chartered Accountant in the U.K. (ICAEW) and a Certified Public Accountant in Hong Kong (HKICPA).

Other than the above, Kelvin has interest in how the social media influences the society and he is an elected Fellow of Royal Anthropological Institute of Great Britain and Ireland.
